It pains me to say this, but we should guarantee that we wil not prosecute anyone in the regime, including Slobo, for war crimes. The idea that he will be set aside is, at this point, implausible, since he has gained politically from all of this, and further demonization is a bad way to jump-start negotiations...

However we handle Milosevic, the Albanians will yet fight for independence. This issue will not go away simply by replacing the Serbian leader. We should review Serbia with a wider field of view, and then seriously consider the idea (grin) that Serbia is a sovereign country with a right to keep its borders intact. We should also consider the Albanian point-of-view so that we might determine if they have a legitimate (in our view) right to have Kosovo. In other words, instead of trying to force our way upon a sovereign country, we should facilitate negotiations. At the most, if we find we have some overarching reason to intercede on behalf of the Albanians, we should focus upon halting the atrocities. This likely will involve our use fo ground troops. Nevertheless if we think ourselves compelled by some moral principle to get involved (as we claim is the case), then this is the price we will have to pay.

Politicians would like to do this for CYA / face saving, but it won't happen, for 2 reasons :

1. Milosevic acted under the cover of NATO's attack, and by attacking Serbia, the West has lost a lot of its legitimacy to act as a referee or a Judge.

2. Indicting Milosevic as a war criminal will make a political settlement close to impossible, and would eventually lead to more bloodshed. After this disastrous start, support for NATO's attack will soon crumble.

I think a political solution including Rugova will have to go forward, but be ready to see Clinton and Blair try everything to derail it.
