What I forgot to say was that a company can declare a split, contingent upon an increase in the authorized number of shares. See competitor TSWF board.

They announced a 2-1 split on February 3rd but shareholders did not approve the increase in authorized shares until the shareholders meeting which took place last Friday, March 26th. They effected the split April 1 with pay on April 5. So on Monday the 5th it will trade. I guess my point is that NEON does not need to wait for shareholder approval to declare a split (2-1 or 3-1) as long as shareholders approve it at the meeting in June. Of course, who would not vote in favor of a split?
