Just because we are in practice in a state of war, does not mean that the Serbian government could not make good on the fact that there is no declaration of war. It would be a sham and the world would know it, but the desired effect would have been achieved. Watch the polls drop like stones. As someone else noted, Billy makes all his decisions based on the polls. Billy just wants to be popular.
