I'm sure there will always be new techniques for coding on physical transmission media, and I'm not familiar with IP over Lamda.. but my point is, by definition TCP/IP does not concern itself with layer 1 or 2 of the OSI stack.. and anyway you stack it there has to be some specification for putting the 1's and 0's on the line...

Speaking of the 7 Layer OSI stack, I saw a humorous chart comparing the 7 Layer burrito to the 7 Layer OSI stack... :-)
