Dow's Best and Worst Performers in 1999's First Quarter    New York, March 31 (Bloomberg) -- Citigroup Inc. was the Dow  Jones Industrial Average's best performer for 1999's first  quarter, gaining more than 28 percent since the beginning of the  year. Philip Morris Co., the world's largest tobacco company, was  the 30-stock Dow average's biggest loser, slipping more than 34  percent.
