Edwin, I agree, it would be fair for both sides. The only question in my mind is whether the politicians would be willing to take the risk of explaining the fairness. The environmentalist special interests are going to lobby hard for a permanent ban on drilling. They would probably try to demagogue the issue and I'm not sure any politician has the courage to fight through that. In any event I think your resolution would be the fairest. Henry
