Darwinian evolution is not the mechanism by which software is refined. Programming is very much like breeding pidgeons for longer feathers or some other characteristic. Of course we can't yet compile a pidgeon or mix in frog feet to get the desired effect (I'm not sure that this possibility if that far off). In this way it is more like artificial selection (the term usually used for selective breeding). There are some purely darwinian programs. I have patented programs using artifical neural nets which do usefull things, which I intended them to do, but I have no real idea what is going on at more than a mechanical level. The programs were trained to the desired result but picked their own algorythm from initially random inputs (and a selection process). TP

According to international law we are at war with the Serbs, whether Congress declares it or not. This means that the Serbs are within their legal rights to treat any US soldier or military establishment any where in the world as a target. It is OK for NATO and clinton to designate the Serbian border as the limits to the fighting but their is nothing according to International law that makes it so. Thus, the the Serbs are perfectly within their rights to consider the three captured soldiers as prisoners of war.
