Dave,

The message reads:
On April 1, 1999, Webnode.com announced in a press release that "it has been granted
an exclusive contract by the US Department of Energy, Office of Science to raise
$4 billion in funding for the new countrywide state-of-the-art fiber optic Next Generation
Internet (NGI) to replace the existing copper backbone." This statement is false. The
Office of Science categorically denies the existence of any such contract.

er.doe.gov

They even have a little marquee thing going:
IMPORTANT INFORMATION CONCERNING NEXT GENERATION INTERNET CONTRACTING
