George, for all practical purposes, NATO has lost the war.
Serbian anti-aircraft guns didn't win the war for them, the refugees did. I just read the latest refugee reports on the N.Y. Times web site and it doesn't look good.

NATO and Clinton have got to make a deal with Milosevic in order to stop the flow of refugees. Have you noticed that not a single NATO country has offered to take any of them?

The immediate solution: NATO agrees to stop the bombing if Milosevic agrees to stop expelling the Kosovars.

NATO has no choice. The refugees will cause more trouble for NATO than the Serbs.
