We can trade stocks which behave like commodities, we trade commodity futures of all kind - energy, precious metals, pollution right contracts..

The commodity "web capacity" could be a tradeable future contract. Contracts regarding line capacity are negotiated between the larger co's and the ISPs who have, to some extent to role of a broker, when they sign for a given capacity based on their estimates of users and traffic...

No need to buy entities, I like the commodity more. Maybe the entity which controls the commodity.
