Diplomacy as an alternative to war requires both parties to pursue it with equal fervor, without continuing to provoking each other.

Otherwise it is merely speech making and so much rhetoric.....

World War II resulted from a lack of resolve and action towards opposing Hitler, something that only encouraged his expansionist aggressions even more. Too much jawboning not backed up by credible threat of force achieves nothing.

Surely you have found yourself in a personal situation where shouting at an adversary achieved nothing without the threat of force and personal bodily damage to back it up.

Milosevic continued to pursue physical actions of repression and "ethnic cleansing" while the US was trying to create peace at Ramboulliet.

Their intransigence, Chinese/Russian resistance to a UN role in the region, as well the Clinton administration's bungling knack for reducing US flexibility have led us to the brink.

Now all parties will either play the game out to the bitter end or have to find a means of gracefully bowing out. This is high stakes poker.

In some cases, yes, it is a better choice. You are the kind of person that would have been on the tarmac applauding Chamberlain and his ridiculous piece of paper from "Herr Hitler." Appeasement is the evil of our century. You post here full of your own self-righteousness and surety of your moral high ground. But that moral high ground consists solely of whining and insistence that no one should lift a finger to oppose wrong. Your morality is the morality of an abused dog cringing from the lifted boot.
