I really can't agree with you on any point you've made. Phillips' management has been clumsy but I read their recent stockholder report and they are not idiots. They don't think they'll get VLSI at 17 any longer, but they naturally had to stall till they had enough information to make a new bid that would be a final bid. They want a look at the confidential information and they want their next bid to be the one that can be accepted. They are just stalling until then.

I don't see any reason for the stock to drop back to 17 again, since there are negotiations with other suitors. No matter what Phillips does those negotiations are continuing. This is no longer speculation since VLSI mentioned it in press releases.
