Most temp workers are permanent employees of the temp agency that
they are hired through. Independent contractors, however, are
excluded from the wage base, because the hourly wage is based on
compensation for non-exempt workers who filed a W-4 upon being
hired. As you may know, independent contractors are exempt workers
hired on a fee-for-service basis. Note that salaried workers are
also excluded. Compensation for salaried workers is the majority of
payroll at many companies these days (perhaps most?). So, the figure
means quite a bit less today than it meant in say, 1956.
