IMO, the weakness is due to the overhang and lack of demonstrated earnings and revenue growth. Investors who are underwater tend to be impatient when it comes to recovering their investment. But it is because of their action that can prevent the stock from trading higher. Many of them probably did not average down or else they would be out already.

Nothing will change this behavior unless something fundamental changes in the company. That is, as far as these investors are concerned, they are holding a loser stock and they will dump their holdings when they can to recover their investment. The only thing which might change their minds about dumping would be proven earnings and revenue growth and new investor interest (probably the latter more than the former). Since we don't know the circumstances under which they bought the stock we don't know why they may not want to hold. However, I understand the feeling of being burned by a stock and wanting to get out even though the future promises to be bright.

If the next few quarters do not produce excellent earnings and revenue growth (i.e., enough to attract new investors) then I seriously doubt that the stock can trade much higher this year which means that a Nasdaq listing would not happen. So right now all we can do is wait for the company to prove itself as a worthy investment.

The minimum price is $4 for Nasdaq small cap listing with other requirements which can be reviewed on Nasdaq's web-site. Just went through this with TEKC, which is another issue I hold.
