The article you mentioned may have been talking about the value(traditional and actual) of the Danube Vs that single bridge over the Danube. The way I'm reading this thing is that the govts. of central Europe are worried about the effect of being landlocked by the troubles on their major water route - the Danube.

some major military minds consider the Danube the key to the economic and social stability of Europe for over 500 years.

I understand that since communism has fallen, there is again lots of water traffic from Germany,Austria, and Chechoslovakia(I do material logistics for a living) to the Black Sea. You may have noted the (still small)flow of motor cycles from the Chechs. I have heard VW is a big driving force behind the scenes pushing NATO on.
