No, not everyone, just the ones in our crosshairs. And no not an all out battle, just at a level that destroys Serbia's ability to wage an offensive war. Naysayers to the contrary, I still contend that it can be done without committing ground forces. The biggest mistake we made was probably not intervening decisively five or six years ago. The second biggest was to get involved when we did with a gradually escalating attack, believing that Serbia would quickly fold. The third biggest would be to stop now short of crippling Serbia's ability to wage it's pogrom(s) against ethnic adversaries.

And in my neighborhood, we're not engaged in ethnic cleansing.
