You will find a good source of info and links at either usia.gov or state.gov. From my position out here in the field, I don't have the overall picture in detail. In general it is best - if possible - to keep refugees as close to home as possible unless you really see no hope they will return. That's why Bosnians always preferred Europe to the US for asylum. But I am not a refugee expert; I just do press relations.

Surely you jest. We're carrying the brunt of the war, send at least $50,000,000 in immediate relief aid, are taking in 20,000 refugees temporarily, and have sent two plane loads of C117 goods so far. Now we're send ing 24 Blackhawks, with a 2000 member ground backup team, and the Franklin D. Roosevelt carrier task group. Ahem--What did you say Canada was doing? Anyway my problem is with the European countries, I just answered because I was shocked by the suggestion imputed by your question.
