Bob -- the xDSL technologies such as ADSL do allow higher speeds over copper phone lines. For example, one of my friends is getting T-1 speeds (1.5 Mbps) over ADSL at his home.

The key difference between xDSL technologies and DWM is that the phone companies support xDSL, have changed their equipment to deal with it, and were part of the standards process that defined xDSL. Within certain limits, the bandwidth limitation is not the copper wire, but the technology at the phone company and user ends of the line. IAS claimed that they could violate accepted engineering laws and get the higher bandwidth over conventional POTS ("plain old telephone service") equipment, while DSL does not violate these laws, because it is not over POTS equipment.
