Libya Suspects Arrive in Netherlands - sanctions to be suspended automatically UNITED NATIONS, April 5 (Reuters) - U.N. Secretary-General Kofi Annan announced on Monday that the two suspects accused of the 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland, had arrived in the Netherlands for a trial before a Scottish court. He said he would write a letter to the Security Council shortly after which sanctions, first imposed in 1992 and tightened in 1993, would be suspended automatically. They include an air and arms embargo and a ban on a certain kind of oil equipment.
