My point exactly - I don't think there was enough time. Don't think the Russians would ever approve any kind of action, never mind military action - would have driven the hard-liner nationalists nuts. They want to preserve the right to do the same thing without UN interference, like in Chechnya. Milosevich is one of their stone buds, and no one in the Russian leadership is gonna PO that faction for the sake of a coupla million Albanians.
