I don't think any real nation in EU wants to secede from the EU. Scotland may want out of the United Kingdom (not clear at all) but it wants to stay in EU. Quebec may want to clear out of Canada, but it insists on staying in NAFTA. The possibility of combining countries into economic federations, while permitting an increase the degree of ethnic autonomy may be the answer to many problems. Solution of North Ireland is much easier since both UK and Ireland are members of EU.

>Besides, government, to be responsive , needs to be as local as possible..<

That's a point that is probably more crucial to the realization of a "one world, one people" society than most people realize. The further from the individual the government is, the less responsive it is to that individual. The greater the reach of a central government, the more likely it is to become a dictatorial hegemony, treating the people under it's power as subjects instead of free and equal citizens. I believe the former USSR and the current PRC are both prime examples of this.

While the utopian, no borders world that I believe both Shtirlitz and RavenCrazy are talking about is indeed a worthy goal for mankind, I believe we are at least 20 generations away from being able to achieve such a benevolent, lassez-faire, world society, probably more. And there is sure to be a lot of interspecies fratricide in the process.

I think we need to evolve a little more as a species before we will be able to achieve this new incarnation of mankind. Let's just hope we don't extinct ourselves in the process.
