only possible out side of the temporal universe
This just sidesteps the issue by one level. Regardless of the level if the universe is "knowable" then it has no random component. It may be that it is too complicated for us to calculate, but without a random component the universe will have a closed solution .. it will be perfectly described (by the all knowing). There is no free will in this, only events that are beyond our understanding.

Free will requires a random component! A random event leads to a random (and unpredictable) future.
