I've been wondering the very same thing. My personal take on it is that investors want to see payment actually made by the Russians. I don't think most of us appreciate just how bad the Russian economy is, and how hard it is for them to raise hard currency to pay foreign debts. Also, we don't know how well the hologram stamps will actually work until the system has been fully implemented and tried for a while. The bootleggers have a history of quickly getting around any efforts to collect taxes. (Maybe this time they will just reuse the vodka bottles which have legitimate holograms on them.)

Perhaps we should focus less on the Russian deal and more on all the other areas where the Company appears to be making progress. Count the number of other countries mentioned in recent press releases. It's really very impressive. Add to that the several domestic companies touted as customers. All in all, I don't think the success of the company is at all tied to Russia. If that deal does work out, then we can eventually see $10-$15 more per share than otherwise. But I think we'll do quite well without it, too.
