The Big C is actually a pretty good analogy.

Another one I've used is "near universal life-threatening latent birth defect detection and corrective brain surgery". In a structural sense, many systems were "born" faulty and the defect has been largely ignored until recently:

Has everyone gone in for a checkup?
Will everyone that needs it get the operation?
Will the operation be successful?
Will the operation harm other parts of the body?
How long will recuperation take?
How well have the early operations gone?
Will full function return with recuperation?
Will all patients even survive the operation?
Will society continue to function smoothly if too many formerly productive patients don't survive or are returned to work with greatly diminished ability?
