What I try to do is watch the Level II and when it gets close to my execution point I will enter an order 1 or 2 price levels away from the present bid/ask. As you que up in the order line you can see the "too and fro" of the MMs and with 1 or 2 rotations I am executed in most cases.

I don't think any one route is perfect so I just figure ARCA is probably ok day in and day out. I had a limit order to buy at 11/16 and got filled at 5/8 on ARCA last week. I rarely use a market order.
