One billion is not the issue nor is the location of a new smelter in Nfld. Steve, what happens to the Ontario operations of Inco in Sudbury? If VB is as a low cost producer as forecast then the Ontario operations of Inco have to be wound down if smelting ov FB ore occurs anywhere but Ontario. Do you think Ontario is more important to the Canadian Federation than Nfld? Is Inco bigger than Tobin? Is Tobin bigger than Inco? Is Tobin bigger than Cretien? Or is Tobin going to be seduced somehow and told to shut up?

Think again Steve. This is at a higher level than you would believe, naive canuck that you are. You should be ashamed of yourself, as you are a Canadian and not thinking.
