USTR Says 'critical Gaps' Remain on China-wto Entry Talks

Washington-April 6-Despite intensive negotiations
continuing today, there still are "critical gaps" between
the U.S. and China over its entry into the World Trade
Organization (WTO), a U.S. Trade Representative official
said this morning.
Discussions today are focusing on the agriculture and
services trade sectors, USTR spokesman Jay Ziegler
added.
The U.S. and China had hoped to finish the negotiations
this week in time for Chinese Premier Zhu Rongji's meetings
Thursday with President Bill Clinton. But Ziegler said a
range of options are being considered, including the
possibility that these "critical gaps" will preclude a deal
this week and that negotiations will continue after Zhu's
visit here.
China is seeking U.S. support for its membership
application to the WTO. Ziegler said that "some progress"
was made in Monday's talks between USTR's China specialist,
Robert Cassidy and China's top trade negotiator, Long
Yongtu.
But the Clinton Administration in recent days has been
downplaying the possibility of a breakthrough this week.
Instead, sources have said that the U.S. and China simply
will announce a "framework" agreement this week, which
simply would mean that both sides will continue their
negotiations on issues still in dispute.
