I'm one of the first to poo-poo calls of "evil MMs", but to me if seems the MM's were jerkin' the stock around for their own benefit. There is a very erratic stream and size on the volume. They move the spread around at will, w/little provocation in advance of large blocks being presented. I detect very little outside interest inthe action from a broad market. If the behavior doesn't change in a day or two, I'll leave NCES behind. It seems to have a very bad taste in the market's mouth.
