I think Clinton has a strategy in mind. He plans to keep this up until the public and Congress forces him to use ground troops. By then, if the ground force option fares poorly, he can "share" the blame with Congress. If the ground force option works well, then he gets the credit. In any event, the whole crisis resulted from the series of diplomatic errors but that will be forgotten.
