B: Alcatel Delivers Cost Competitive Metro DWDM to Accelerate Wavelength
Services Deployment

PLANO, TEXAS (April 6) BUSINESS WIRE -April 6, 1999--Alcatel (NYSE:ALA)
today announced one of the industry's most cost-competitive dense
wavelength-division multiplexing (DWDM) products to accelerate metro
and enterprise DWDM deployment among local and competitive exchange
carriers.

Alcatel's 1690 OADM delivers high bandwidth supporting data and
Internet services for under-served metro and enterprise markets. Most
metro DWDM products remain too costly for carriers to justify
deployment, however Alcatel designed its 1690 OADM specifically for the
metro and enterprise environments and did not modify its long-haul
product. Alcatel's 1690 OADM hits the economic trigger point LECs and
CLECs need to deliver data and Internet services that are independent
of the protocols used by its customers.

"Alcatel designed the 1690 OADM with the carriers' cost objectives in
mind. We hope this will encourage them to consider metro and enterprise
DWDM deployment," said Paul Harrison, Vice President and General
Manager of Optical Backbone Networks, Alcatel. "Metro DWDM has the
potential to unlock fiber congestion and release capacity for greater
wavelength services, but is still an expensive technology. Alcatel
believes its price point, footprint, and support capabilities are its
competitive advantage for instigating a change."

Adding the 1690 OADM to Alcatel's optical networking portfolio gives
it a complete end-to-end wavelength services solution for carriers
requiring more data capacity for enterprise, metro and long-haul
backbone networks. The 1690 OADM offers seamless integration into the
carrier's optical network, relieving fiber congestion and enabling fast
provisioning of end-to-end wavelength services.

"With the introduction of the 1690 Alcatel has taken steps to address
the emerging metro DWDM market," said Mat Steinberg, Director Optical
Networking at RHK, a South San Francisco, Calif., Research Firm and
Consultancy. "Low first cost and expandability are key items for ILECs
and CLECs in this market segment."

The 1690 OADM is a 16-channel DWDM device tailored for the metro
market. It provides transponders for interfaces ranging from 100 Mb/s
to 2.5 Gb/s. It will initially be introduced for linear applications,
but will migrate to support optical UPSR rings. The 1690 OADM is
designed to facilitate continued Internet growth by supporting 32
wavelengths in the future.
