Lets hope the deterioration of Soviet-US relations due to our attacks on Yugoslavia don't interfere with our ability to launch from Kazakhstan. If a military response isn't coming (though military leaders in russia are trying to get permission to defend yugoslavia) other actions might be taken.

A delay in the Kazakhstan launches would really hurt the startup date.
