If these are the figures that I believe they are, the statement backs up my insinuation that socialist economies are counter productive. That tax penalty (that I believe you are referring to) was instated to prevent US citizens from expatriating their wealth to avoid taxation. The more bloated the Federal government gets, and the more intrusive it becomes, the more you will see this sort of behavior. Just as the leading medical theorists and practicians fled British nationalization of health care, so will American productive brains and capital flee the nationalization of wealth.
