Perhaps the fairest thing to say is that NCES is just very risky right now. A lot of us on this thread also follow/hold THQ, which I have traded regularly during the past two years, and my observation is that despite all its volatility, holding THQ shares never felt very risky to me when they've been chopped in half from their highs. Sure, when THQ dipped to 16 3/8 I thought, wow, that sucks, but I didn't think: gee, maybe the stock will never see its highs again. With NCES, on the other hand, it seems to me that anything between 3 and 11 is possible, and the recent down-turn in sympathy to the NOV news looks ominous IMO, although I admit to have a bias toward the short-term outlook.
