Maybe its because the top 40% of the population pays 96% of the taxes? Figure from Dec 18, 1998 Kiplinger Washington Letter. Heres some figures for ya:

The majority of Americans (60%) pay 4% of the taxes
The top 7.5% (>$100k/yr) pay 62% of ALL income taxes
The top 40% (>40k/yr) pay 96% of all income taxes

Wonder why they're expatriating now?

on expatriation of US citizens....NO, the figures are very very small...the new exit tax instituted by the Clinton Administration must be the most BIZARRE part of the wasteful tax code...its complexity dwarfs any other area even tax attorneys can not understand it.
