Just blame the Serbs. Unless there is actual TV footage of Allied soldiers bundling refugees on trains (Nazi style) , the Serbs can be the scapegoats for anything

Reports are coming out of a refugee camp being evacuated with families split and fear
some were bused back into Kosovo to get them out of Macedonia.

Time for NATO to bomb Macedonia!!!
