there's an old saying that stocks can fall from their own weight - in other words, you don't need volume for a steep decline the way you need volume for a steep run up

I don't own NEON, but have been following it. I do own Compuware, which is getting hit today, as well.

IMO the the reason the sector's taking it on the chin is NETA warning today.

Whether their problems apply to NEON, CPWR, et. als., time will only tell.

for what it's worth, today's volume is now over 2 times average daily volume for the last month

this could indicate a climax sell off, but the chart just doesn't look right for that...still it's a possibility
