Scott, the problem with value investors is that they invest in value (a very tongue in cheek remark). Consider this: a company with a very high ROIC commands a very high market price because the market values performance and growth. A stock with a low ROIC sells for much less, and is then consigned to the dustbin of value stocks.

Value investors end up looking at companies with relatively poor performance (compared to their peers), in the hopes that they will be discovered. Value parameters generally take the form of something like the ratio of book value to stock price or cash per share, so its no mystery why value investors would look to CPQ. And no mystery why growth investors would look to DELL.
