John,

Great article ... looks pretty bad for the Serbs.

John(OT), "Congress shall have the power... to declare war, grant letters of marque and reprisal, and make rules for capture on land and water" US Constitution.

Is the US fighting a war without a constitutionally- required declaration of war? Shades of the Tonkin Gulf 1964...

And will our policy bring stability to a region that has known chaos for centuries subsequent to the 14th century Turkish invasions- create a crisis that spawns 850,000 refugees from one region while bombing another region back into the stone age?

And are civilians deaths equally bad both in Kosovo and Serbia? Will we conduct a "limited war" in Kosovo just like we conducted in Vietnam in 1964-1975?

We will need to commit at least 100,000 ground troops to Kosovo to maintain a fragile truce there, and leave the troops indefinitely.

Perhaps our Leaders should be discussing these questions publicly....
