THE BIG QUESTION - ARE WE SEEING CONTINUED "DISTRIBUTION" ? ? ?

While the broad market has set marginal new highs since the 5% pullback from the Jan - early Feb highs, the number of daily advancing issues has generally been lower than the number of declining issues and the number of daily new lows has generally exceeded the number of new highs. Today is a perfect example:

I remember Brinker saying he would become very concerned if "distribution" continued well into the spring season - I believe he said such continuation could indicate a steeper than normal correction was imminent as it did during the first half of 1998 when we got a harrowing -19.5% correction. However, Brinker has been silent on this matter in recent weeks.

Any thoughts on whether we're seeing a "sideways consolidation" in lieu of a correction vs. continued "distribution" that may lead to a steep correction.
