This is not true. The gov. does care. But since the homicide crime rate is sky-rocketing, and budget is being cut, so there is no enough resources even for the serious crime. You know where this leaves prostitution. And also, Beijing is much better in terms of this matter. Shanghai had a tradition of this sort of corruption just 50 years ago. But you are right about a lot of employed workers in big cities are having a lot of hardship. Since Chinese gov. has no sound taxation system whatsoever, the gov. has no financial resource to do a lot of things they want to do and is supposed to do.
