It certainly used to. However, since the DOJ anti-trust action,
MSFT has to be cautious about how they use that leverage. That's
one reason why MSN isn't as big as AOL.

It's hard to say what the outcome of the DOJ action will be, but
I have a feeling MSFT will have to either give up its monopoly
position w/desktop O/S's or allow free, unfettered access to
any portal available via Windows (no steering towards msn).
