I have tried to find more information inre: China Telecom. I did find where Microsoft signed a deal with them .

Even though the company handles almost a third of the mainland's cellular subscribers and adds an average of 50,000 subscribers a month, China Telecom's 4.8 million subscribers represent only a fraction of the area's population. China Telecom will provide a domestic network base for IBM's business services in a joint venture that would allow international businesses to connect Chinese offices to their global network and business travelers to access network services with a domestic call. China's Ministry of Posts & Telecommunications owns more than 75% of China Telecom.
