I think you mean "genocide and expatriation." In any event, we generally have allowed both, on principle. The principle is called "non-interference in the internal affairs of other sovereign states."

Incidentally, we never saved any Serbs from any Croats, or vice versa. In Bosnia, we were instrumental in working out the Dayton Peace Agreement, that's all. And western countries contributed troops to the UN peacekeeping troops in the region, when they were finally sent there (after the various genocides were over).

Don't worry, the big dog is usually allowed to win. Why he is not being allowed to in this particular case is what is puzzling us all.
