It depends on how much risk you wish to assume. Personally, I do not like to get into sector which is in the 70 percentile or above or near to it. IMO, there is to much downside risk vrs upside gain.

I prefer, to go into the Gorilla stocks in those sectors below the 30 percentile level. A example was the oil and oil service stocks that were low in the 20's for a period of time but then took off. Dr. Synder, and I believe you bought some of the stocks in these sectors with good results.

I always calculate, "what is the upside gain vrs the downside risk."

As Tom Dorsey would say, there are always good stocks to buy.

Just my opinions.
