considering the net is still in the formation stage, it is like the wild west in nearly every aspect, stockwise, utilities and politically. Just look at the current war on Milasevic, different groups of hackers and polemicists are carrying out as much an offensive as the combatants in the battlefield - and there aren't too many rules of engagement. That said, I do think the net will have some sort of engagement globally. If the poster is outside of the US, the US can certainly pursuit it depending on whether there is extradiction treaties between the two countries. If not, but if this is deemed serious enough, the world is too small to hide these days. Look at the Libyans who allegedly bombed PanAm 103, justice was delayed but not necessarily denied. The US can still wave a big stick if the host country of the alleged perpetuator doesn't want to be a global outcast. Just my idealistic 2c <G>
