You sound like you don't give much weight to the SEC approval.
Wasn't that what the wait was about? Next to that, the 18mil support along the way made it possible, and is second in importance.

All we are "waiting" for now, is the co announcement that they have aligned the industry players to participate and we are in business.
Not as big a hurdle as the first two, at least in my mind.
