I found this sentence from that article VERY interesting...

"In 1998, the DESC secured around 17 million barrels of jet fuel - 20 percent of what it consumes in a year - and 4.5 million barrels of marine gas oil from the markets in the U.S., the Middle East, the Western Pacific Rim, and Europe."

Since the military was reducing supplies last year, that contributed an artificial decrease to the 98 demand picture. Since they will be more in line this year, demand will be up this year. Not good news for the airlines...
