Do you have data on profit margins for $10,000 steel prefabs in the Philippines with local labor costs? Somehow, I doubt it. William

We are not talking about a competive contract with a western government, we are talking about a contract with a government whoes members probable sit on the BOD of the very companies they are contracting too. Any reasonable concept to the actual worth of the homes being built and what is actually being paid for them by the government - as would be a profit markup in our world - does not exist. jb
