I cannot speak authoritatively, but my understanding was that the depletion of the Serbian population in Kosovo was a result of a voluntary, and hardly unusual, exodus of the Serbs from a provincial backwater to more prosperous cities. This is the first time I have seen a claim that there was something nefarious in the changing ethnic balance...

I think someone posted earlier that the Albanian birth rate is much greater than the Serbian birth rate. That may explain some of the discrepancy.
