This situation didn't arise overnight, but has been festering for some time, and Bosnia established precedent for what could easily happen. There should have been no surprise... By the way, the reason that the world did not intervene in the expulsion of Serbs from Croatia was that it occurred in the context of a full- blown war over Croatian secession, and the calculation was made at the time to seek to end the conflict as rapidly as possible, not to broaden its scope. In this instance, NATO thought, perhaps mistakenly, that it could act more effectively. Of course, it may never be known if less bungling would have produced greater success...

and I think we should put all are marbles on diplomacy. However when we decide to use the military we should use overwhelming force right away. I think we will see more problems in countries surrounding Kosovo by this slower military actions, then if we would have went in hell bent and gotten it over with quick... We could have done that by being better prepared, using ground troops and having a clearly defined mission. Namely, removing Milosvic from power, putting him on trial for crimes against humanity, and destroying his able to use broadcast media to manipulate the population. imho.

Lets not rewrite history even as it happens. Clinton was told that Milosovic would do this. He was just surprised at how effective Milosovic would be at it. He and Albright underestimated the enemy. A classic mistakes of leaders with no military background or experience (unless you count draft dodging as military background.) No military leader EVER underestimates the enemy.

But don't pretend we didn't know it was going to happen, or how viciously the Serbs would fight for their homeland.
